There are so many environments in the Pacific, the question is not one of need but one of host. A host willing to allow foreign soldiers within its sovereign boarders. This is a land where mistrust runs deep. With the exception of Australia and New Zealand, who should host this Training Center Who will pay for it? There is no NATO to collect funds for this type of venture.
Think of the Threat in Asia, China, Russia ,and N Korea. Dangerous but not a threat (India and Pakistan). Who else is a threat? Will Korea and Japan support this action? Are the Philippines a pivotal point in the Pacific and now that they have quasi aligned with China and Russia how does that fit into the puzzle? This poses more questions than answers. More Joint exercises as a demonstration of cohesiveness is better. Large Naval and Amphibious exercises with allied nations will deter and soften China's toehold in the South China Sea, the combined naval might will hold off Russia and quiet N. Korea. Not sure if a land forces Pacific Training Center is a viable solution.

I would recommend a Joint exercise with 29 Palms, NTC, and the port in San Diego. Deploy a BCT from the Army and the equivalent in the Marines to conduct a Fort to Training Center Rotation then conduct operations to the port along with a JLOTs exercise and either amphibious op back in San Diego area or contested battlefield for the Army. I'd focus on the Joint aspect of linking our operations while the hunt for a suitable location in the Pacific.

There was once talk that DoD was going or willing to buy all the land between 29 Palms and NTC it would make for a great Joint training area
