Yes - miles and miles of red tape, sometimes it is green tape though and not just red, and damn if there is not purple tape strung up as well...... need an example - how come we have not put Humpty Dumpty (SOF MISO and GPF PSYOP) back together again after 10 years of losing the ideology war fight....

Actually, it's pretty simple - too many people want a piece of the Direct Action pie, instead of doing the job that they signed up for. This part of it is actually one of the major points of the article. Next, is the every one gets a trophy syndrome, that has pervaded the military because of society at large. Note the eligibility criteria of the CIB or CMB compared to the CAB (This is not to begrudge anyone that rightly deserves the award):
CIB: On or after 18 September 2001, a Soldier must be an Army infantry or special forces officer (SSI 11 or 18) in the grade of colonel or below, or an Army enlisted Soldier or warrant officer with an infantry or special forces MOS, who has satisfactorily performed duty while assigned or attached as a member of an infantry, ranger or special forces unit of brigade, regimental, or smaller size during any period such unit was engaged in active ground combat, to close with and destroy the enemy with direct fires.
CMB: 1.May be awarded to members of the Army Medical Department/personnel (Colonels and below).
CAB: May be awarded to any Soldier.
NOTE: That for the CAB there is no rank designation. How many General Officers or senior staff officers (not at Brigade level or below) have been awarded the CAB?

Excellent article. It should be required reading at all levels within the Armed Forces both at the unit and within the Military Education System both NCO and Officer.
