I am not sure why he is taking credit for something which 1) was already in the works and 2) part of a previously announced cluster of future jobs.

I don't think he's taking full credit. He's just trying to assure his supporters that he is not forgetting the promises he has made. Personally, I like to hear each time this occurs. It is good for the national morale, especially nowadays.
