If you are looking for evidence voter fraud, this probably isn't it. A much more likely explanation is a problem with a mail merge. I suppose if you use your imagination you could come to some way this could be abused but the most likely explanation is the registrar of voters is correct and there was a system error (as I said probably with a mail merge).
