COL Lee Flemming I know I shouldn't have been. With all the talk about budget issues and a renewed need for fiscal responsibility, reading this was just one of those times you shake your head and wonder if anyone thinks before they speak (at least when it comes to the Gubment and their spending habits).

A lot of that has to do with local contractors. There aren't a whole lot in El Paso that has the experience to take on a project of this magnitude.
