If you are underpaid.....it takes forever to get the Army to pay you back, but if they overpay you....they want that money back right away including interest. I'm sorry, but the California Guard put that amount within their contract. The Soldiers should not have to be forced to pay back money that was promised in writing if there was not any funds. And then, the powers that be sit and wonder why Soldiers don't stay in and develop a bad taste for the military.

Unless the Soldiers lied to obtain those bonuses they should not have to pay back the money. They fulfilled their obligation and should not be penalized due to somebody's mistake/ crime.
