The best place to be would actually be Victoria, BC. The housing prices aren't as bad as in Vancouver, there were no traffic jams downtown when I was there and you can get to Washington State via water taxi or ferry. Atmosphere is laid back, but not comatose and I wouldn't say no to relocating :D

Interesting, I live in the Seattle Tacoma area, massive growth out here and moving south rather quickly. I didn't know it was heading up north too.
