This is an opportunity for leaders to be able to help their subordinates understand the new vamped retirement system that will be introduced on 1JAN2018. Those folks who are on the fence have a short year to determine if they will stay with the old system versus the new system (all of 2018). After that, all bets are off. So, if you are even considering leaving before 20 years, then the new retirement system might be of choice. Whereas, if you are staying until 20 years or more, then the old system is the one to stay with.

Exactly. For anyone getting out before retirement, the new system offers a free 5% pay raise. For those retiring, the pension difference at 20 years is 10% favoring the traditional system. At 30 years the difference is 15%.
At the end of the day however, TSP is a pretty stellar program and our men and women would be foolish not to take advantage of it. The market has historically shown average returns of 8%. I'm close to maxing out my contributions already.
