Basic principles of justice and law need to be applied: equal treatment under the law, speedy trial, ability of the accused to confront the witneses against them, right to counsel, etc. It's a sticky case, but getting the retired General back on active duty for a trial shouldn't be a barrier. If the statute of limitations has expired on all charges, then the best the Air Force can do is seek action by the SECAF or Congress to reduce his grade to the last held permanent grade, possibly O-8, if his O-10 wasn't made permanent upon his retirement. Not sure Congress can pass a bill reducing his grade due to the Constitutional restriction against passing a bill that applies to one person, but they might be able to vacate their approval of his last several promotions. Be good to see him reduced to O-6 and paid retirement accordingly.
