Unfortunately, from reading your response to MSgt David Hollein, I think there will be cases that the step up or step in person may react differently then hoped for, Some will attack first, then ask questions. Is this experiment ready for that?

I'd be worried about the negative effects... Will people eventually avoid intervening in things because they assume it's another one of the Wing's fake scenarios? What about the fallout for people that do not act?
