A couple issues with this. A convicted felon looses the right to vote. How can a state governor unilaterally grant voting privileges?

Easy, it is up to the state whether or not felons lose their voting rights forever, or only while in prison, on parole or on probation.
Nothing illegal or immoral here, just not conservative (thank goodness).
