Will Reserve captain killed in Orlando massacre earn Purple Heart?

Why is this even a question? He wasn't on duty, he wasn't killed in combat. For those comparing it to Ft Hood - there's no comparison, as those Soldiers were on duty.

Look at Spencer Stone. In that situation he lived and was a hero. Did he get a Purple Heart and why is this different? That is a rhetorical question, but now the precedent has been set to award Purple Hearts out of combat situations.
