No, Medicare expansion to the states was already funded out. The state governments that are refusing to allow their citizens access to Affordable Care Act coverage are screwing over their own citizens just to be stubborn.

Political fodder at the expense of the citizenry. This kinda reminds me of what my state, North Dakota, did with abortion lawsuits. The state AG pushed a law that knowingly violated Federal law, lost, then filed appeals that he knew had no chance of winning. Then the state's only abortion clinic sued the state and won a prized settlement. The state's own frivolous lawsuits ended up costing the taxpayers millions of dollars. Now the state's AG is running for governor and is using his own frivolous lawsuits to make him look like a champion to the pro-lifers.
