But really, I think its the Armys way of wasting money when it could be used on other things. ACU was a pretty bad uniform, Ill admit that but they could've just kept us all in Multicam. Changing the dress uniform AGAIN is also pointless. Blues only became mandatory in 2012 or 13.

PEOs need to spend their budgets and COLs need something on their evals.
Or perhaps someone really identified a capability gap and someone went after it. I think that is what the paperwork says.
Something happened to cause Afghanistan deployers to get a different uniform from the rest of the force. What was that?
Also think about some of the operational needs statements that have been passed up over the course of the war. Were they all for real gaps or just for a different flavor of what you already had but someone just didn't like or understand?
