War fighters can't fight wars with sleeve tattoos. Makes you combat ineffective.

My buddy who just went Navy Reserve was AD Marines and he was "kicked out" due to his sleeve tattoo he had while he was in the Marines. I would assume that it was documented within the Corps, but why have him leave with this new tattoo policy in the works?
