Congress will have to change the immigration laws to give the green card holders more leeway on lessor crimes that shouldn't lead to deportation. But so far, the republican house and senate has steadfastly refused to even consider any immigration reform at all. So don't expect anything to get done soon on this.
the article is a good read. what we see is a pattern usualy created through PTSD and other issues that happen while in active duty during periods of conflict. I have met DREAMers who desire so much to serve the country they feel is there home. Yet due to poor choices of parents they cant get in with out falsified papers. There are those who feel such lies are for a higher calling and purpose as there patriotic spirit calls them to serve. So yes they have broken the law but in many cases it is in response to what they have lived through and or out of the desire to serve the country they call home. Now what they did is illegal, but if they had been citizens a very different result would of happened. Either way many should be given a chance to gain entry into the country. Honestly for DREAMers who want to serve I feel that should be a route to citizenship for them.
You are correct in what you said and also in the need for a congression stance change.
