Google is an example of why we probably don't need this guy. They are installing cheap fiber in major cities to allow people more access to Google's content (advertising, metrics and such). His problem was that cable companies wouldn't let people on the wire that they had paid to install and maintain unless they got a cut.
Yes cable companies owned it all in the late 70s to 90s but what about now? It wasn't the FCC that mandated a shift to Satellite TV and later streaming content. The market can drive itself. Innovation is the way to shake things up, not the FCC. They need to stick with allocating and managing the spectrum.
