It appears to be an "IR Hybrid" Flag, which is why it looks funny. The "Blue" Section of the flag is "reversed" (Black stars on OCP background), which is why it is disconcerting. I do not know if it is authorized or not. Marines don't wear Flags on our uniforms by default.

Sgt Aaron Kennedy, MS If you wear a flag patch, the field always go to the front. So it should be a reverse flag.

MAJ (Join to see) - The "Blue" is to the front (as though his body is the staff, and he is walking into the wind). The Flag's color is "reversed" which is what makes it appear odd. I added a picture above to clarify.

He has the Bottom one on HIS Right sleeve.

MAJ (Join to see) - It's disconcerting as heck, because the normally white stars and stripes (6) are black, but the RED stripes (7) and BLUE field are OCP.
