Here is the way I look at it. Before anyone bashes me for being an officer commenting on the enlisted PME system, check my bio.

First it is the standard...right wrong or indifferent. The standard has to be met to move forward until it is changed. We can effect it but it is the one in place.

Second...If so many people are failing it, and commanders are having to approve reenrollment, it will get attention as I understand it already has to some degree because they removed a lot of the questions.

Third...of some many people are failing it the metrics are being briefed up the chain through the Barnes Center for Enlisted Education and it is probably getting addressed...it takes time...can't turn a Aircraft Carrier at full steam in less than a mile...keep brining it up to your Chiefs and Shirts...that is what they are there for. Let them fight these fights for you.

Your second point is why there were so many failures. NCOs had cart blanche over the entire process. No supervisor or any leadership for that matter oversight. Basically people were testing cold(with out studying) to try and get lucky or use common sense to get it over with. It worked for some, but not for most.
