Without reading the policy this gets a little tough.

We're talking about a few different things here. One is a matter of UCMJ, which is where "holding the perpetrator accountable" comes into play. I'm not sure that should be in the Policy Letter. It may actually present problems later on.

The problem (as I see it), and this is strictly from the ADMINISTRATIVE side is that we have all these "cogs" that have to work together. You have dozens of policies, letters, regulations, etc. They are separate from the issue of "sexual harassment & assault" itself. These are publications which are written about the subject, in pieces. Not a comprehensive manual. If we had a singular comprehensive manual, it would cover all this.
