COL Lovell has consistently dedicated himself to the military mission and needs of unit members wherever he has been assigned in positions of increased leadership responsibility. He has held key officer positions: Cost Officer, Supply Officer, Logistics Officer, Deputy Commander WMD/Civil Support Teams, Budget Analyst MoI-TT Finance Team-OIF, and Group DCO.

Director and Commander, O-6, COL
Commander and Director of Operations for Black Sea Area Support Team (BSAST) in Romania/Bulgaria. Direct supervisor for GS-14 Area Support Team Manager and senior manager over other staff ranging from GS-14 to GS-9. Also provide senior level command and control for up to 100 military and civilian workforce and up to 250 contractor support for the Base Life Support. Work with command level staff and commanders on many base support requirements for the multitude of supported missions that consist of up to several hundred military members at any point in time as well as providing life support for up to 2,000 Soldiers and Marines transiting in and out of the OEF Theater. Serve as base (Garrison) commander for two geographically separated Forward Operating Sites in two different countries.

Senior Budget Analyst and mentor to the leadership within the Financial Affairs Directorate within the Iraqi Government’s Ministry of Interior. Assisted in the review and analysis of a $3.8 billion annual budget and a $1.7 billion supplemental budget. Supported Iraqi development and stability by providing financial management mentorship and assistance to coalition agencies. Provided guidance to assist in budget formulation and execution building, along with general accounting knowledge base. Supported specific functional areas by assisting the Finance Directorate in the creation and updating of templates for standard budgeting documents, finance, accounting, and budgetary analysis. Acting director for a full month during this deployment and ensured the successful management of the MoI Fin.
