Test Officer
Senior test officer with responsibility for leading technical testing of electronic warfare and force protection systems supporting JIEDDO and other military organizations in testing RCIED systems. Lead diverse technical teams in directorate operations and all aspects of supporting test; cost, schedule and performance. Provided data analysis efforts and direct support for Operation Iraqi Freedom and Operation Enduring Freedom testing; identified key performance capabilities and limitations and optimized systems to defeat rapidly emerging Improvised Explosive Device threats and provided in-depth technical reports on system performance.

Iraq Country Lead, ATEC
Liaison/ Country Lead for the U.S. Army Test and Evaluation Command (ATEC) Forward Operational Assessment (FOA) Team, assigned to United States Forces-Iraq (USF-I). Planned, coordinated, integrated, and executed forward operational assessments, evaluations, data collection of seven newly fielded combat systems throughout the USF-I area of responsibility.

Project Officer
Planned and supervised the CONUS/OCONUS fielding of multiple Geospatial Intelligence Systems. Developed program management milestone documents; programmatic plans, schedules, statements of work, annual budget estimates, and preparation for fielding of over $10M annual communications effort. Coordinated and executed software and hardware upgrades for the Army’s Tactical Exploitation Systems, Distributed Common Ground Systems-Army, and the Air Force’s Distributed Ground Systems. Prepared integrated deployment and fielding plans with acquisition product managers and DoD inter-Agencies to include; USGS, Department of Homeland Security, and AFRICOM.

Test and Certification Division Chief
Developed and executed a $70M JTRS test, evaluation, and certification program for software programmable radio technology to be used to meet Department of Defense requirements. Planned, coordinated and controlled a 62 person test laboratory with a budget of $12M. Oversight of and coordinated the Joint Interoperability Test Command (JITC) JTRS effort with a budget of $1M.
Chaired the Joint Test and Evaluation Integrated Product Team and co-chaired the Software Communications Architecture (SCA) Board, which sets guidelines for building and testing waveforms to ensure interoperability and easier integration.
