Chief of the JUAS COE's futures oriented concepts branch. Responsible for development and input of DOD's first Joint CONOPS for UAS and subsequent editions 2 and 3. Coordinate quick turn capabilities based analyses, post UAS full motion imagery processing/exploitation/dissemination analyst core competencies, integrate commercial UAS into DOD joint terminal attack controller training, work with the Services on UAS integration efforts all from a capabilities based employment aspect. Coordinated with NATO counterparts to develop, and personally write, the NATO UAS concept of employment while working with specific allied partner nations for larger scale transformational efforts.

Coordinate intelligence plans input into USAREUR and USEUCOM plans (contingency, functional, and operational), exercises and training, and support transformational plans development focused on US Army elements in Europe. Conduct quick turn capabilities based analysis, develop reintegration plans input for intelligence units within USAREUR & 7th Army, provide USAREUR intelligence readiness input for the joint quarterly readiness reviews. Responsible for the planning, equipping, and training efforts for the OEF 04-06 development of a 500 person, multi-COCOM military intelligence task force building the unit and deploying it in 11 months.

Oversee test & evaluation for the RQ-7/Shadow UAS for eventual scheduling to field into the Army, manage funding for the Hunter UAS, develop the requirements documents and gain funding for the Extended Range/Multi-Purpose UAS (now the Gray Eagle), and begin integration of the RQ-11/Raven small UAS into the Battalion and below Army force
