Cliff Wheeler is the Program Manager for the Keystone and Pinnacle programs at CAPSTONE. He retired from the Army in Nov 14 after 28 years in active and reserve service. He served in Armor and Cavalry units culminating with command of 5-7 Cavalry from 06-08. From 2015 to 2018, Cliff was an organizational and leadership consultant and Assistant VP and Program Mgr at Command Security Corporation.

Deputy Director for International Engagement
CAPSTONE is Congressionally mandated professional military education required for all newly selected / promoted admirals and general officers. I was responsible for planning, developing and executing 12 two-week oversees field study trips annually for the program. I worked directly with the Office of the Secretary of Defense for Policy, the Joint Staff, the Geographic Combatant Commands, and US Embassies worldwide to develop field studies that expose CAPSTONE Fellows to key U.S. and host nation civilian and military officials to better understand how the elements of national power are integrated.

Chief, Officer Distribution
I served as the Officer Distribution Branch Chief at Army Human Resources Command in Alexandria, VA. In this capacity, I was responsible for the equitable distribution of over 69,000 Army officers and for the human resource management of over 130 Army subordinate organizations worldwide.

Squadron Commander
Commander of an Armored Reconnaissance Squadron based at Ft. Stewart, Georgia - subsequently deployed for 15 months of combat operations in Iraq. I was responsible for the training, welfare, morale, deployment preparation, and combat employment of over 570 Soldiers, as well as the welfare and support of their families. I was also responsible for the maintenance, property accountability, and combat readiness of 186 vehicles and associated equipment.

QDR Analyst
Worked as an Army Staff representative on the 2005 Quadrennial Defense Review team. The Quadrennial Defense Review (QDR) is a legislatively-mandated review of Department of Defense strategy and priorities that sets a long-term course for DoD as it assesses the threats and challenges that the nation faces and re-balances the department's strategies, capabilities, and forces to address today's conflicts and tomorrow's threats. I assisted in determining current and future Army roles and missions to fully support the National Defense and National Military Strategies. I served as a subject matter expert for Army transformation efforts, directly contributing to the development and implementation of the Army Campaign Plan, the Army Transformation Roadmap, and the Army Modernization Plan.
