Director of Contracting
Lead a contracting directorate consisting of 13 officers and 9 enlisted soldiers responsible for all contracting activity in support of a theater army in time of war.
Principle advisor to the Commander 9th (8th) Theater Support Command for all matters relating to contracting.
Responsible for the development management supervision policies and procedures involving the acquisition of supplies, services and construction.
Supervises solicitation and selection of sources negotiation award administration and closeout of contracts supporting the theater army.
Ensures total readiness for wartime support at mobilization.
Participated in several Yama-Sakura Exercises with the Japanese Defense Force.

Procurement Contracting Officer
Served as the Procurement Officer within the Directorate of Medical Material, Defense Supply Center.
The mission of the Directorate is to adapt commercial business practices to efficiently provide medical supplies and equipment when and where needed throughout the world by America’s fighting forces, their family members, or U.S. Government supported humanitarian relief efforts.
Special responsibilities include coordinating procurement requirements with customers, develop acquisition business strategies, preparing proposal evaluation criteria, conducting negotiations, and finalizing contract award documentation.
The duties of this position include the acquisition of medical equipment for distribution through either the DLA depot stocking system and/or the prime vendor.

I managed QA process and Government QA personnel to establish essential quality standards and controls. Develops and executes plans that focus on quality of design, quality of conformance, and fitness of use. Integrates plan(s) into the systems engineering process.
Develops policies, procedures, test provisions, and quality requirements for solicitations, contracts, and purchase orders. Reviews and analyzes contracts, purchase orders, and related specifications, blueprints, technical orders, change orders, and military specifications to identify and understand quality requirements imposed.
Reviews contractor's quality assurance plan, procedures, and practices to assure adequacy.
Evaluates contractor's quality performance during the entire acquisition process.

Director of Contracting
I served as the commander’s principal staff officer responsible for acquisition management. I managed the Garrison’s Directorate of Contracting and provided acquisition support to the 99th RSC as required. Developed and maintain the ability of the Directorate of Contracting to process acquisition requirement during peacetime and under mobilization efforts. I oversee all documents, negotiate, administer, and terminate supply, service, and construction contracts issued in support of garrison training, deployment and contingency operations. I was directly responsible for ensuring contracting actions comply with established federal regulations, procedures, and statues. Advised the commander and staff on acquisition and command interest issues, conduct training.

Operation Iraqi Freedom (OIF)
OIC LOGCAP IV Transition. Served as the Regional Officer in Charge (OIC) of the Logistics Civil Augmentation Program (LOGCAP) IV, missions in Iraq. I was responsible for establishing forward operating capabilities in support of commanders engaged in combat operations.

Operation Enduring Freedom (OEF) - Afghanistan
Deputy Director, LOGCAP Afghanistan. . I was responsible for providing acquisition expertise to the LOGCAP mission that enhances combat readiness and improve deployment of US Forces in contingency operations through the use of contractor logistics support for Southwest Asia.

Desert Shield/Storm
Desert Shield/Desert Storm. I was a company commander in the 5th Bn that was ordered to the vicinity of Safwan Airfield in Iraq.
My company were tasked with securing the site where on 3 Mar 91 the negotiations were held between coalition forces and Iraqi leaders to finalize the cease-fire agreements. Regiment earned 4 campaign streamers.
