Managed four contractors and a $1.9 million yearly budget in support of the planning, coordination and conduct of operational effectiveness and suitability assessments of candidate technologies for five joint chemical and biological defense acquisition programs. Responsible for all phases of the acquisition process, including early involvement, test and evaluation master plan development, experience providing expertise with technical and analytical support in test plan development, test execution, and test reporting. Provided Navy chemical and biological test and evaluation policy expertise to the Assistant Deputy Under Secretary of the Army’s Test and Evaluation Capability and Methodologies Integrated Product Team.

Coordinated with 25 African and 7 European countries to plan U.S. Naval Forces Africa’s premier Theater Security Cooperation engagement activity, Africa Partnership Station. Responsible for all phases of the planning process, and organizing the initial, mid-term, and final planning conferences attended by African and European partners, U.S. military and interagency staff. Directed an eight-person planning team in promoting international maritime cooperation through the recognition and understanding of the political, social and cultural contexts of maritime security.
