The assessment and formal report informed the SECDEF decision to establish JIEDDO. • Perceptive writing and critical thinking skills - Led the draft of DoD’s IED Defeat strategy to include inputs to doctrinal updates and wrote DOD Directive 2000.19 establishing JIEDDO. • Highly proficient at intelligence and operations briefings for senior OSD executives. • At the direction of the Secretary Rumsfeld, implemented alternative business processes to rapidly identify, test, procure, and deploy a broad range of solutions-oriented counter-IED initiatives - expenditures rose from $25M to $3.5B per annum.
