Developed and led Tactics, Techniques and Procedures (TTP) development related to Surface Navy Air Defense at the Surface Warfare Development Group.
He planned and evaluated current TTP and participated and chaired numerous working groups and steering committees related to Joint Integrated Air Missile Defense.

Executive Officer
Second in command of an AEGIS Cruiser that deployed to the Mediterranean, Red Sea and Persian Gulf for combat operations against Iraq. He personally designed, implemented and led the training that resulted in winning the Battle Efficiency, Secretary of Navy Environmental Quality and the Surface Fleet Atlantic Safety Award and a warship that was able to meet combat tasking in both the Mediterranean and Persian Gulf with an excessively abbreviated work up cycle. He managed the operations and performance over 450 people
