Director, Consequence Management Program Integration Office
• Led the Department of Defense effort to improve response to terrorism employing chemical, biological, radiological, nuclear, and high yield explosives--wrote the plan and implemented the $350 million Defense-wide program in three years—substantially improving national security capabilities
• Exercised DoD acquisition executive authority and Army MDEP responsibility for all program related actions--interfaced directly with Secretary of the Army and the Deputy Secretary of Defense
• Established DoD's integrated acquisition, training, and logistics support systems for terrorism response units
• Established the Defense Consequence Management Support Center, InterAgency Board, and Center for National Response
• Developed and implemented the National Reachback System for terrorism response

• Led military terrorism response planning and forces for Atlanta Olympics and received the Department of Defense Antiterrorism Award for 1997
• Overhauled, tailored, and taught the full- week executive DoD Emergency Preparedness Course 10 times each year for senior civil and military leaders to ensure effective interagency operations
• Wrote federal plans for military support for civil emergencies and other federal agencies
