• Delivered single-handedly over $20M of clinical care, improving dental health over 50%.
• Forged critical relationships with local, regional, national and international dental, medical, military,
and governmental senior leaders, supporting National military mission.

Managed staffing, budgeting, development, design, and integration of software and hardware systems at training centers across US for over 4K staff and students. Provided tools necessary to transform education of all joint service military medical professionals and leaders.
• Reduced network downtime over 31% with directorate of 20 personnel and budgetary oversight
exceeding $37M.
• Spearheaded integration of 8 separate schoolhouses into single entity, saving $1.8M during 1st year of
implementation and over $500K annually.

Directed simultaneously, 2 separate Directorates with 120 personnel including 43 Program Managers with worldwide control of all computer programs in Navy Medicine MTFs and ships supporting over 3M beneficiaries, with budgetary oversight exceeding $20M.
• Produced interactive modification to DoD’s 3rd Party Payment system between MTFs and TRICARE,
resulting in recoupment of over $5M per year.
• Designed scientific and technology roadmap, investment strategies and new business proposals
including appropriate medical considerations for clinical information systems and health information exchange, accepted as standard in private sector and DoD.

Project Manager (Military)
Served as Project Manager of Armed Forces Health Longitudinal Technology Application (AHLTA), Dental Functionality (computerized patient record for Department of Defense, $1.2B program).
• Chaired Tri-Service Presentation Layer Integrated Product Team (IPT), producing Department of
Defense graphical user interface (GUI) for computerized patient record.
• Envisioned and transformed clinical modifications to World Health Organization’s International
Classification of Disease, Version 10, Dental Appendix, currently used in all computerized dental
transactions worldwide.
• Authored world’s 1st Dental Information Model; structured and encoded representation of dental information supporting human review, decision support applications, statistical analysis, and natural-language processing.
