Bio

For 26 years, I have dedicated myself to becoming a skilled and seasoned professional in managing and leading senior-level executives. Over the years, I have honed my abilities to quickly learn and implement new systems and procedures, enhancing organizational efficiency and individual productivity. My extensive experience in different areas, including Human Resources, budgeting, training, and operations, has given me a deep understanding of how to reduce costs and streamline processes, thereby improving the organization's overall performance.

Military Experiences

Sr. Budget/Operation/Training Supervisor,
I was responsible for identifying the training requirements, ensuring the availability of instructors' schedules, and developing the organization's integrated master training schedule to meet the training goals. Additionally, I managed the personnel duty assignments and travel orders worth more than $1,800,000. I held the reviewer and approval level 4 in the Defense Travel System for travel vouchers and advised executives on capabilities, limitations, requirements, availability, and training resources. Moreover, I prepared and executed the budget for 330 personnel with over 98% accuracy in spending. As a Billing Official (BO) for four cardholders and GFEBS L1 qualified, I adjusted plans and orders based on feedback on training and risk assessments.

Reviewed, approved, and created Temporary Duty (TDY) and Invitational Travel Orders (ITO) travel for the Yellow Ribbon Events and all government workers. Identified members requiring training before deployment dates and arranged training schedules to engage the member and their families throughout the deployment cycle. Performed duties as Contracting Officer Representative (COR) for three contracts: a. Oregon Guard Suicide Hotline; b. Oregon Guard Educational and Job Placement for Veterans; c. Oregon Guard Child & Youth Program. Managed 14 budget accounts for all Service Member Family Support programs and prepared reports for audit by the State Budget Office with 100% accuracy. Billing Official for all purchases/contracts supervised five Government Purchase Cards (GPC) and maintained zero IDOC errors for two years. Maintain 100% property accountability for more than $65,000. Involved in Emergency Management and Domestic Operations matters while developing annex E, appendix 7 for the State Family Assistance Center for emergency operations.

MEDCOM
Senior Operations Manager,
While working with MEDCOM, I developed and managed training schedules for professional medical staff members and briefed senior leadership on the status of organizational training requirements against the schedule. Coordinated and assisted twelve successful medical events throughout Oregon, which increased medical readiness for the State of Oregon by more than 20%. Performed the duties of the influenza program supervisor and improved the percentage of vaccinated members of the Oregon Guard by 19%, leading Oregon to exceed the National Guard Bureau goal of 90%. Managed day-to-day operations for all full-time staff comprised of 30 employees. Organized and facilitated the State's Continuing Medical Education program and the upkeep of credentialing all medical providers within MEDCOM. Handled and reviewed all travel vouchers for over 90 Soldiers. Managed and maintained all physician credentials through the military credentialing website.

As the State Quota Source Manager, I provided training management to the Army National Guard, Army Reserves, and active-duty Army for the Oregon National Guard. I exceeded the National Guard Bureau goal of 95% by achieving a 95.3% Duty Military Occupational Specialty Qualification (DMOSQ) rate, which helped Oregon earn a 4th place ranking in the nation. I also increased the Oregon Army National Guard training budget from $3.3 million in FY 2008 to over $8 million in 2010. Additionally, I improved the effectiveness of the state G3 operations by reducing the no-show rate from 498 in 2008 to 128 in 2010, while serving as the state subject matter expert for the Army Training Requirements and Resource System (ATRRS). Operation Enduring Freedom (OEF) - Afghanistan
During a time of unease, while serving as an Intelligence Non-commissioned Officer in Afghanistan, my primary goal was to ensure everyone's safety. I supervised a team of five analysts advising the command on enemy activity. I also ensured that over 1,000 intelligence products were high quality so that the convoy commander had accurate information. Furthermore, I briefed senior executives and subordinate staff of the 1249 Engineer Battalion on intelligence information to ensure continued safety. I was also responsible as an acting First Sergeant and assisted in completing and submitting security clearances for deployment. I created and edited PowerPoint presentations on enemy efforts and debriefs and managed the organization's Operations Security (OPSEC) program.
