Personnel Specialist First Class, Won S. Chang, retired from the U.S. Navy on 30 April 2019 after completing 20 years of honorable service to our country. Chang joined the U.S. Navy on April 27, 1999 from Seattle, Washington. He attended Disbursing Apprentice School in Meridian, MS. He served sea duty assignment was aboard the Supply-class fast combat support ship, USS BRIDGE (AOE-10) until April 2003, where he earned the Enlisted Surface Warfare Specialist Insignia, and was advanced to Disbursing Clerk Second Class in December 2001.
Chang reported Personnel Support Detachment (PSD), Seoul Korea in April 2003, and served as a deputy disbursing officer from 2004 to 2005 until transferred to a Joint Command Los Angeles MEPS, CA where he was advance to Personnel Specialist First Class in December 2007. In August 2008, Chang volunteered for Individual Augmentee assignment to U.S, Naval Forces Central Command, Kuwait as a personnel supervisor until April 2009. Then, he deployed again to Rota, Spain from September 2009 to February 2010 while he was stationed at the Naval Mobile Construction Battalion Three until April 2011.
In April 2011, Chang reported to Alaskan Command in Joint Command Elmendorf-Richardson (JBER), Alaska. He completed 6 major Joint Exercises including Vigilant Shield led by USNORTHCOM and USPACOM as a J1 Joint Task Force team member. Chang conducted joint reception and integration for 550 augmentees and played a vital role as the directorate’s liaison between Joint Task Force-Alaska and Alaska National Guard by providing interagency coordination of personnel movement in the area during Ardent Sentry Exercise.
In August 2014, Chang reported to USS Gary (FFG-51) in San Diego, California as Assistant Personnel Officer. USS GARY was decommissioned on August 5, 2015 after completing 7-month drug operation deployment in South America region. Then, he was assigned to USS STERETT (DDG-104) to complete sea duty assignment until April 2016. From April 2016 to April 2019, Chang remained in San Diego, CA, and served two shore commands, Fleet Weather Center as, and Training Support Center as Admin Leading Petty Officer where he served until his retirement on 30 April 2019.
Chang is entitled to wear the Joint Service Commendation Medal, Joint Service Achievement Medal (2), Navy and Marine Corps Achievement Medal (6), Navy Good Conduct Medal (6). Chang received an Associate in Applied Science degree in Business Management Studies from Central Texas College in 2014.

As Personnel Officer, managed $7.6 million dollars of pay entitlements and the validation and processing of 2,000 personnel transactions for 600 personnel distributed throughout seven major detachment sites during EUCOM and AFRICOM deployment.

Operation Iraqi Freedom (OIF)
Personnel Specialist Leading Petty Officer. Presented indoctrination brief to newly arrived personnel in Camp Virginia, Kuwait, which is the initial entry forward operating base in middle east area prior to further deployment to Iraq, Afghanistan and horn of Africa. Served as a Navy finance supervisor and oversaw travel claims per diem settlements.

Operation Enduring Freedom (OEF) - US
Monitored and processed pay entitlements including combat zone imminent danger pay, and liquidated 250 travel claims. Assisted tin the transfer of over 3,000 pallets of stores and 200,000 pounds of mail during replenishment operations with United States and Coalition Force ships.
