Led 67 military, civilian, and contractors in four separate locations for test and evaluation of $133B Ballistic Missile Defense System (BMDS). Identified missile defense system capabilities, limitations, &vulnerabilities to Missile Defense Agency (MDA), DOT&E, DoD and Congress. Defined tests concepts, resource and manpower requirements. Defined operational test criteria, missions, and environments to ensure system meets requirements. Saved $7.4M without sacrificing warfighter capabilities by reprioritizing test activities and removing low priority tests.
