Supply Officer (S4)
Assigned as Staff Supply Officer to support the Admiral, Chief of Staff, Admiral’s Staff and 160 officers and enlisted personnel assigned to the Navy’s sole operational test and evaluation (OT&E) agency for all weapons systems, C4I, surface ships, submarines, aircraft, their tactical employment and their associated equipment. Force Contracting Officer was perceived as being very authoritarian and inconsistent in providing customer service. I was responsible for procurement and supply actions in excess of $2 million, supply administrative reports and files, 6 full time and 5 part time purchasing personnel. Supervised the supply side of the Triennial Procurement Management review (PMR), which resulted in “Zero” discrepancies, and was the best PMR in nine years. Established contracts and working parties to transfer and recycle excess office furniture and equipment valued at $350,000 to numerous commands resulted in an estimated $100,000 savings to the government.

Food Service Officer
Food Service Officer Responsible for the entire food service operation that included 50 military and 75 civilian personnel, with an annual budget of nearly $2 million and a total business operation of nearly $5 million in inventory, property, and personnel. I was responsible for providing nearly 1,500 meals on a daily basis during a $2.5 million complete renovation and modernization of the entire 10,000 square foot facility. Additionally, I was tasked with improving operations, which included employee morale, operational efficiencies, physical aesthetics, customer service, and increasing market share. Planned, developed, and directed as East Coast Team Leader for “Chief of Naval Operations Performance Standards and Measures Task Action Team” an efficient ashore food service cost model to improve the quality of life for Sailors and Marines throughout the fleet. Managed an arduous $2.5 million complete renovation and modernization of all food service spaces while maintaining daily continuous feeding operations for 1,500 sailors, marines, and soldiers. Researched and implemented a 150% productivity and capacity increase to an existing $2.5 million facility modernization and renovation project without increasing construction budget. Rewrote and negotiated changes to a $1.2 million National Industries for the Severely Handicapped (NISH) services contract that resulted in a $300,000 annual saving with no impact to customer service. Improved the entire food service operation that resulted in being awarded Commander in Chief’s U.S. Atlantic Fleet Best Mess in the Large Ashore Category for the fiscal year 1996 “Captain Edward F. Ney Memorial Food Service Award.” Developed customer service icon information charts and cost models that resulted in being selected by Navy Supply Command to be the only Navy General Mess (out of 435) to participate in the U.S. Air Force Food Service “Posturing for the 21st Century” modeling project. Prototyped a vendor sourcing model that effectively eliminated a 30 day food stores inventory to a “Just in Time” model, which resulted in reclaiming 50% of storage space and reducing spoilage to less than 2% of inventory. Researched and developed a commercial off the shelf point of sale system that automated the entitlement verification and audit accountability, while reducing customer waiting time by 50% and labor costs by $45,000 annually.

Supply Officer (S4)
Supply Officer Logistical Support – managed the entire 36,000 line items of on board repair parts, general use consumables, operating space items and 1,400 technical reference documents, as part of the ship’s Coordinated Ship’s Allowance Listing (COSAL) maintenance and records onboard a Los Angles Class fast attack submarine. Directly responsible for logistical support for all ships systems and support equipment, contracting/purchasing of supplies and services, training and professional development of 25 highly trained nuclear, electronic, weapons technicians and non-technical personnel to support the ship’s systems in logistical support reference manuals, repair parts, and procurement procedures. Additional responsibilities: negotiating and administering contracts for procurement of harbor and pilot services, fuel, food stores, logistical maintenance actions; implementing and maintaining the ship’s automated data processing security plan; daily contact with various nuclear, electrical, mechanical, and industrial engineers in support of building and delivery of a nuclear powered submarine to the United States Navy during a three-year period.
