If my flag was AA (non-transferable), and has now been changed to H (transferable), why is Branch saying they still see the 9b?

Code H, while transferrable, means that you are in the punishment phase. You would not be changing units until that is adjudicated anyway unless confinement is in your future.
This FLAG will be lifted once any punishment has been served.

Without all of the details, all I can say is: While you are in the initial process you are not eligible to transfer. You have now entered the punishment phase of the action and can be transferred. Bottom line is that you are still flagged until you get through the punishment phase.

If the changed happen in EDAS by your S-1, it may take a little for the change to populate into other systems. I am not saying it should take days but don't expect it to happen instantly. If he needs it quickly, would he take a scanned copy of the flag transfer?

SSG (Join to see) - That supporting documentation must be verified (and it was, by the local S1, and then the G1) and then it is data processed in to the system. On the other side of the US is Branch.... they can not verify the document, thats the local units job... so they wait on that, and for it to populate in the system.
Your stuck until the database updates and the system populates with the new data.

SSG (Join to see) - Yes.. How long? I don't know.
Keep in mind your 1SG did not "changed on Tuesday" unless your 1SG is also the S1 NCOIC and SIDPERS action clerk.
Your 1SG may have requested an action to take place, provided to required documentation to support that request Tuesday, but he did not change anything.
So go see your S1 and see if the personal action has even taken place. And then ask them, the SME's, "How long would you wait for Branch to be able to see YOUR flag change before you went to the G1 and asked for help?"
