The Fermilab Workforce Development and Resources Section (WDRS) provides vital services to laboratory employees and users in support of Fermilab’s operations and mission. Departments include: Compensation, Benefits/Wellness, Talent Acquisition, Global Services and Professional Development and Learning.
Fermilab seeks a Vice President/Deputy Chief Human Resources Officer. Under limited direction, assists the Chief Human Resources Officer (CHRO) with leadership on HR strategy design and execution in support of the Laboratory mission and in compliance with the prime contract and applicable laws and regulations. Works closely with Sr. Management to assess and anticipate programmatic changes that may impact HR strategies. Oversees the Laboratory’s HR Management system to ensure compliance. Serves as the point of contact for matters related to the HR, enterprise-wide initiatives, and interactions with Field Site Office. Assumes responsibility of the Chief Human Resources Officer in their absence.
You Will
Develop, interpret, and report HR data to enable effective decisions by lab leadership. Align HR initiatives with lab strategic priorities with a focus on mid and long-range workforce planning.
Help foster a lab-wide environment and culture that is values based, collaborative and accountability driven.
Align HR team with the Office of the CHRO to assure appropriate oversight of activities and risk mitigation.
Assume responsibility for the HR function management in the absence of the CHRO.
Assist CHRO in developing overall HR strategy, formulating operating plans, execution, monitoring of performance metrics and workforce planning across the organization.
Foster open communication and collaboration within HR teams.
Work effectively with cross-functional teams within and outside of HR. The latter includes finance, IT and general counsel, etc.
Serve as the liaison to procurement. Ensures procurement needs are being met across the section and partners with the procurement team to accomplish the goal.
Assist with high profile employee relations cases and/or managing the collective bargaining agreement process and documentation.
Head specific projects or programs as assigned; represents the HR organizaiton and/or the laboratory on various matters (e.g. committees, work groups, external committees, networks, etc.).
Investigate and implement innovative modern HR techniques and processes to achieve Laboratory's goals.
Establish consistent application of HR policies and practices lab wide to optimize limited resources and assure compliance with prescribed practices.
Provide oversight on staffing, budget, information technology and infrastructure issues within the HR organization.
Along with the CHRO, interact with and advise Laboratory management on matters to ensure that policies and actions conform to related goals of the Laboratory, federal/state laws and regulations, Department of Energy (DOE) Orders, and the prime contract.
Oversees HR Contract deliverables requirements.
Build a strong working relationship with the DOE personnel.
Ensure timely compliance, communications, and resolution of issues related to the HR management systems and DOE requests.

We Are Looking For
Bachelor’s degree in Human Resources, Business Administration, Psychology, or other related discipline. Master’s Degree preferred.
Minimum 10 years of HR experience across the employee life cycle
Possesses and applies advanced knowledge of Human Resources concepts, practices, and procedures.
Well-versed with employment-related laws and regulations
Effective senior level leadership and management acumen
Excellent written and verbal communication skills
Highly developed strategic thinking and demonstrated problem solving skills for complex issues
Results and metrics orientation; attentive to details
Strong on collaboration and execution.
