Three things.....well, four really....to have an infestation are the following:
1) Food
2) Water
3) Habitat
4) People not cleaning.
As Preventive Medicine, if the cockroach problem reaches any level, then someone somewhere is not doing what they need to do. What that is, is properly cleaning up after themselves. You yourself could keep your room clean, but if your neighbor is a nasty pig, then roaches will still be present. Barracks in humid places will always provide water and habitation, but if folks are cleaning like they should, then the food portion of the equation will be eliminated. No creature will not live at any location where food is not present. Also, where are the Navy Hospitalmen trained in Preventive Medicine? I know they exist. They are trained at JB San Antonio with the Army.
I'm sorry to say, but these Marines let this issue get to where it is now.
