Is the recently announced Operation Inherent Resolve Ribbon a real thing?

I read in the Navy Times that there is going to be a new ribbon/medal for those who served during Operation Inherent Resolve from all branches. There was a listing of qualifications (of course) but is this a real thing or is scuttlebutt?

Ok. Makes sense about the OIR ribbon vs. GWOT Exp ribbon issue. I gotta talk to my previous command about if I qualify for this. Thanks for finding this!
