Will it benefit the USAR to allow UnSat Soldiers to accumulate 28 unexcused absence before separation actions can being initiated?

The new USARC policy (USARC OPORD 18-085) requires an accumulation of 28 unexcused absences within a 12 month period before separation proceedings can be initiated.
Is this a benefit to the Soldier or a curse to their leadership?

2LT (Join to see) I would put the Soldier on AT orders. When he/she doesn’t show, initiate process for discharge. I don’t know how the Reserves do it, but in the Guard, no show for AT is the quickest way to discharge. I did it because I didn’t want to wait for three months to discharge someone who didn’t want to be in anymore.

In my state we have moved on from AT being "optional". Soldiers must attend Annual Training and not doing so is now a the nail on the coffin.
Regardless, upping the number of absent periods to 28 is beyond ridiculous. Especially in a time and period of the Military growing lethality as whole. It is beyond comprehension that an individual, let alone a unit would be able to develop its training profanity with being absent that much!

This is a curse.
Anyone who has been in for a minute knows "that guy" who knows exactly what the rules are and plays just inside them. Basically, taking off two drills a year - because you can only get 4 U's in a single weekend, even if it is a MUTA 5 or 6 - in order to dodge BAs that they find they wish to avoid, such as an FTX, SRP, or APFT.
The amount of vagrancy possible with 28 U's is 7 MONTHS of drills, meaning a turd would only have to show up half the time and be safe from getting tossed out.
No thanks.
I am sure that the notion is to retain a guy that we've paid to train in case of war, but does anyone think this guy would show up if a call-up happened? How useful (or useless) would such a Soldier be?
Not only that, but in terms of practical execution, you would use up a ton of administrative resources documenting all of that in order to process an UNSAT discharge... all time and effort spent on a useless oxygen thief.
I would be curious to hear a senior leader's thoughts on this policy.
