If the complete the record is solid it can really boost your chances. If your sr rarer is going to write one then they really need to be saying strong stuff. Otherwise they are just wasting time. Good luck.

Short answer? Yes. But like others mentioned, improve yourself through professional and civilian education. Also work on filling the total soldier mold by leading by example. Watch your weight, look like a soldier, do well with the APFT, be a team player, build those who work for you up, show up to work early with a smile, leave work late with a smile, and if the vacancies are available, you may be promoted.
Take my response however you like though. I'm still a SFC like you but the advice I provide is the way I operate on a daily basis. Best of luck to you this board, by the way. Be positive no matter the outcome!
