Palmetto GBA is the Railroad Retirement Board Specialty Medicare Administrative Contactor (RRB SMAC). They process Part B fee-for-service claims for Railroad Medicare beneficiaries nationwide.
Recently hospitals have been 'bumping' the US Military' Retiree Medicare and Tricare under their 'Umbrella'.
This is the same company that manages the one Biden is wanting to bailout.

Hospitals are to utilize MEDICARE FIRST to pay for services. TRICARE is the secondary insurance and does not pay until MEDICARE. I don't know where you are getting your information. Are you trying to make a political point for or against Biden?

Palmetto SGBA is the Medicare Administrative Contractor for the Railroad Medicare and Tricare Medicare as you stated. It appears medical facilities are not properly coding the claim. It is my understanding TRICARE vs RAILROAD have three Palmetto selections to choose from and coders erroring in the selection. This is an on-going problem due to the management of the Palmetto program. Now, if I knew someone at TRICARE or the RAILROAD, I'm sure they would have a different answer. That is all I could get from a local claims representative.
