Why does the Vetrans Administration make it so hard for vetrans to receive disability?

I came up with a simple solution years ago. It's basically a one-page form for either physical or mental disabilities (different forms). It's got all the Vet's info on it, the results of an examination, and a yes or no box is this Vet disabled and how much. Leave it to the doctors and not the desk jockies for the love of God.
