Flag Code "H" means you are in the punishment phase of your Article 15. Yes it is transferable, but since you are still flagged, you cannot get any favorable personnel actions. You cannot receive a new assignment while you are flagged.

SSG (Join to see) - That means if you get flagged while on reassignment orders, the flag code can be transferred with you. Since you are not on orders yet, none will be issued until you are no longer flagged.

SSG (Join to see) - Ouch! Yeah a flag can and will do that too. So in your case, the actual flag code was not as relevant as the fact that you were flagged (due to an Article 15).
