Who is the approving authority for a DD368?

My packet is at USARC I thought the approval authority was the first general in my COC but now I am lost.

In the Guard it was the State adjutant General, I think its the supporting RSC like the 88th up at McCoy or 99th back east.

Thanks SSG, My packet is now at USARC i thought it was the first General in my COC these personal actions are always so difficult.
