Who is acting aggressively and provocatively, us or them? (Specifically in reference to the USS Ross incident in the Black Sea)
I realize the source is biased, but I suspect that most of the physical events of the story are accurate. The question is, is Russia being aggressive or is it the US? Also interesting to note is the reference to the USS Donald Cook and it's incident with Russia. Secondary question - do we think that Russia has an active airborne EMP weapon?

How do we react if/when Russian aircraft or vessels test the boundaries of our airspace and waters? We send someone out to escort them [away]. So if we attempted to test their boundaries, I wouldn't be so surprised if they react in essentially the same way. I think Russia, in general, acts rather provocatively. But I don't think we're exactly eligible to be on a high horse about it either. Our nations have a decent history of provoking each other in one way or another, as far as I know.
