Where do we draw the line as Leaders to help a Sub-Standard Soldier who dont want to improve?

Where do we draw the line as Leaders, to help a Sub-Standard Soldier? After you mentoring, coached, counseled him/her? Trying to developed and help your sub-standard Soldier to overcome his/her weakness? Giving your time and effort and trying to retrain him/her. Where you draw the line? (If you ever draw it)

I would keep on advising and mentoring but keep a record via counseling of the sub standard performance. If they cannot uphold the standard of that particular MOS, then maybe they need to reclass or get out.
Also, how are you defining a substandard soldier? I'm not asking for specifics but depending on what is going on, someone may be able to offer some advice.
