What would you change about the promotion system if anything?

Some of us have experienced promotion with the change to the promotion system that happened around July of 2011. If you are unfamiliar, they removed promotion board points, commander points and put a lot of weight on weapons, PT, and military education. Talking with people in my unit most would agree a job proficiency test should be required for promotion. The army is scattered with Soldiers that don't know how to accomplish the simple tasks of their job. Military education is important, but how much do you actually learn from corespondent courses and SSD-1, SSD-3, etc? I personally hate computer based training. It is a waste of my time and a waste of my Soldier's time. I don't like the fact you need resident courses for promotion points now either. My unit is a tenant unit at Fort Hood, therefor we don't always get slots for unit armorer, Unit Prevention Leader, and other necessary classes to maintain a company. By the time my Soldier gets the necessary paperwork and a class date he/she has been in the unit for over a year and will likely PCS, ETS or have another responsibly that takes presidency over that additional duty. If they get in the class in a timely manner they get stuck in that job for a very long time. I know Soldiers who have been the unit armorer for a unit for over 2 years. A job specific test is what I would recommend to make it short. What are your opinions?

Let's face it, promotion to E-5 is a very important issue. It is the beginning of the Army's first and most influential front of leadership. I personally have been in the Army long enough, and have been to enough places, to realize that sometimes those who have passed the board may not be the most ideal candidates for promotion. Please give your thoughts on the promotion system for E-5 and the pros and cons involved in it. Please be open-minded when answering or reading others answers that you may not agree with. It takes the ideas and efforts of all ranks to keep the Army running, let us try and keep this discussion that way.
