A lot of people say a lot of crazy things. Until you see it in writing it's one of those ideas that get kicked around up at the pentagon between generals and Sergeants Major.
As for your shaving profile you should look into getting that resolved. Laser hair removal will at least reduce it to the point that you should be able to shave some of the time. Straight up, people with long term shaving profiles who have a noticeable beard are looked at as turds. In the military your image is part of your credibility and your first impression goes a long way.

I really, really wish I could help you, Josh. I am so sorry that you break out so badly; when you shave. You'll get an answer, Josh. SGT (Join to see)

SGT (Join to see) , until you see actual IN WRITING that the shaving profiles have been revoked, don't stress.
