Not knowing what the other services did to grade their enlisted, I don't know the proper terminology. In the Corps, we received Proficiency and Conduct ratings annually if I remember correctly. Best you could get was a 5.0/5.0. You had to walk on water to get that if you had a good Gunny. This was a way to address deficiencies and a tool for improvement.

I was sent TAD one summer. Reported in to a very small shop that was run by a mustang Captain (prior enlisted) and a MGySgt. Best thing that ever happened to me. Had a SGT E-5, three LCpls and 2 PFCs in the shop. I was a very young Corporal E-4 having been promoted only a month prior to the TAD. The MGySgt called me in and told me I was to take over the shop and take orders only from him or the Captain. I balked as I knew there was a Sgt. in the shop as well. MGySgt calls in the Sgt and introduces me as the Sgt's new boss. Stayed there for four months and ran the shop. I was able to clean up the mess I walked into and walked out smelling like a rose. I was called before the Captain on the day I was to leave. He gave me my Pro & Con marks - 4.9/4.9. MGySgt asked me if I had a problem with that and after I said no sir, he said good: because he found a wet foot print last time I was walking on water...
