The AR and DA Pam 670-1 do not agree on cuffing sleeves. They are both dated May 2017.

AR- Upon approval of the commander and only during field training exercises, the sleeves may be down and cuffed inside the coat.

DA PAM- Upon approval of the commander and only during field training exercises, the sleeves may be down and cuffed inside the coat one or two times. The ACU coat sleeves may be cuffed inside or outside the ACU coat. Personnel will not exceed two rolls or cuffs of the ACU coat.

Without Commanders guidance, which standard do you enforce and why?

The answer is in both documents. Upon approval. If the Commander did not identify either then neither is authorized. You do not have command authority so you cannot choose one over the other. So either ask your commander to select a standard or no one roles there sleeves. Also, there is a number in each manual you can call and advise of the discrepancy. Thank you for your service.

Where does that leave us for on the spot corrections? Tracking it is commander discretion, so it makes it hard to make correction if each unit follows one over the other.

If in my unit, I would know if the commander authorized sleeves cuffed. If authorized, if cuffed 1 or 2 times and as described--inside/outside--in the DA Pam, there would be no need for a correction. If otherwise cuffed, the nearest NCO who was in position to see this would get the correction for not enforcing the standard, then the Soldier.
If not in my unit, and it was as authorized (1 or 2 cuffs, inside/outside based on the uniform) there would be no need for me to make a correction, as it would be an assinine waste of my time to check whether that commander authorized sleeves cuffed.

AR usually takes precedence over a DA Pam. Then, there's the "may be", not "will be" in both references. Clear as blue mud>
